Born in Wilkes-Barre, Luzerne County, February 17, 1882; educated in Wilkes-Barre public schools; the Hill School, Pottsville; graduating in 1903; appointed to the State Game Commission under Governors Stuart and Tener; state Board of Public Charities under Gov. Brumbaugh; and the Public Welfare Board under Gov. Sproul. Senator Harvey was a member of the Wilkes-Barre Common Council for four years. He served in the state Senate for two terms and died in Wilkes-Barre on August 4, 1942.
