Brigadier General Willis James Hulings, born July 1, 1850, Rimersburg, Clarion County, Pa; son of Marcus and Margaret McDermott-McElwee Hulings; Kittanning public schools; Kittanning Academy; studied law; admitted, bars of Venango and Allegheny Counties, Supreme Courts of Pennsylvania, West Virginia, Arizona; civil engineer; engaged, mining, petroleum business; private, brigadier general, Pennsylvania National Guard, 1876-1912; Brigadier General, Spanish-American War, 1898; elected, Republican, Pennsylvania State House of Representatives, 1881-1887; elected, Republican, Pennsylvania State Senate 1906-1910; elected, Progressive, Sixty-third Congress, 1913-1915, unsuccessful candidate, reelection, Sixty-fourth Congress, 1914; elected, Republican, Sixty-sixth Congress, 1919-1921, unsuccessful candidate, reelection, Sixty-seventh Congress, 1920; died, August 8, 1924, (aged 74), Oil City, Venango County, Pennsylvania; interment in Grove Hill Cemetery, Oil City, Venango County, Pennsylvania.

Enlisted, National Guard of Pennsylvania, 1876, served in the various grades, elected Colonel, Sixteenth Regiment, February, 1887, 1892, 1897, 1902, 1907; volunteered, Colonel, Sixteenth Regiment, Pennsylvania Volunteer Infantry, May 10 , 1898, served in Porto Rico, promoted, grade of Brigadier General, United States Volunteers, for gallant and meritorious conduct in action; was Commander- in – Chief, National Association, Spanish -American War Veterans, 1900-1901: member, Sons of the American Revolution; appointed Brigadier General, National Guard of Pennsylvania, August 28, 1907.
