Hiram Horter, Sr., born October 1828, Philadelphia, Philadelphia County, Pennsylvania; son of Jacob W Horter and Margaret Kline Horter; city contractor; Assistant Commissioner of Highways; married, Elizabeth Cecelia Maples, children, Elisabeth Maples Pent, Hiram Horter; elected, Republican, Pennsylvania State Senate, 1875-1876; died August 5, 1904 (aged 75), Beach Haven, Ocean County, New Jersey, interment, Arlington Cemetery Drexel Hill, Delaware County, Pennsylvania.

City contractor; Assistant Commissioner of Highways, under Mahlon Dickinson.
