Born on a farm in Bustleton, Philadelphia County, April 5, 1877, where he remained throughout his life, Louis was the son of Washington and Sarah Farrell; educated in Philadelphia public schools; attended the Fayette School in Bustleton; real estate assessor; a member of the Senate Budget Committee; member of the Bustleton Civic League; served as a Vestryman at St. Lukes for 50 years. He died on January 27, 1953, interred in St. Luke’s Episcopal Church Yard, Bustleton. He married Ella Toy.
