Thomas Evans Cochran, born March 23, 1813, Middletown, New Castle County, Delaware; son of Doctor Richard Ellis and Eliza Frances Evans Cochran; Newark Delaware Academy; moved, York Borough, York County, Pennsylvania, 1834; editor, weekly newspaper, York Republican, 1834-1853; elected, Democrat, Pennsylvania State Senate, 1840-1843; admitted, Pennsylvania bar, lawyer, Cochran and Hay, York Borough, York County, Pennsylvania, 1842; married, Anna Maria Barnitz , 1853, children Eliza E., Richard E., Emma B.; elected, Auditor General of Pennsylvania, 1860; enlisted, sergeant, Hay Independent Company, Civil War, 1862; delegate, Republican National Conventions, 1860, 1864, 1868; delegate, State Constitutional Convention, 1872; died, May 18, 1882 (aged 69), York, York County, Pennsylvania; interment, Prospect Hill Cemetery, York, York County, Pennsylvania.

On September 12, 1862, enlisted, sergeant, Hay Independent Company and discharged with his company twelve days later after Robert E. Lee had re-crossed the Potomac into Virginia subsequent to the battle of Antietam.
