Born June 6, 1947, son of Joseph F. and Catherine (Gilchrist) Rocks. U.S. Army Security Agency, 1967-1971; Defense Language Institute, Monterey CA. Member of the Pennsylvania Senate from the 4th district 1981-1990. Member of House of Representatives from the 199th district 1979-1980. He lost his senate seat to Allyson Schwartz in 1990. Ran as a Republican for Philadelphia mayor in 1995 losing to incumbent Ed Rendell.
